No material was received for BS100, PC100 and AS300.
The number of papers moderated is again high, but not as many as the last round. A maximum again happened, this time with the round equalling the maximum number of polytechnics presenting papers for a course. In 1993 19 polytechnics submitted HF100, repeated now with the same number of polytechnics submitting DT100. Previous numbers were: 115 in September 99, 98 in May 99, 71 in September 98, 73 in May 98, 92 in September 97, 81 in May 97, 73 in September 96, 62 in May 96, 85 in September 95.
Twenty polytechnics submitted material for moderation up from the previous round which received material from sixteen polytechnics. Missing this time was Tai Poutini but included was Otago which has not sent material since 1995. The polytechnics which submitted material were:

Moderators stated the following suggested changes to the prescription:
AA100 (1) Need to explicitly include GST (very few poly include it)
(2) Need to clarify if 4-2 & 4-3 require calculation or just an explanation of terms & implications for different methods.
(3) Perhaps it is time to explicitly mention processing entries through a cash book as well as small business packages.
(4) Need to clarify if setting up & entering opening balances to packages should be included or excluded for AA100.
AA300 nil
BA200 Get rid of EDP in Topic 3
BC200 The content for the group skills could do with some expansion to include
participant roles, not just leadership roles. This is reflected in the outcomes, it is just not spelled out in the content.
CA200 Allocate numbering to the parts ie 1.1, 1.2, 1.2, 1.4 then Suggest Assessment Percentages 10%, 30%, 35%, 25%.
DB100 The content of Topic 1 is inconsistent and should read "Outline the key features of the three major commercial DBMS structures (relational, hierarchical, any CODASYL-type)" and now updated to read "Outline the key features of the four major commercial DBMS structures (hierarchical, network, relational, object-orientated)". The Suggested Assessment Percentage is too high for topic 1. Change for Topics 1 & 2 to 10% & 30%.
DC200 nil- suggested changes already submitted to GIG for 2000 version of Blue Book.
DE200 Topics 6.1.1 & 6.2.1 must be renumbered to fit in with Topic 6 and these topics with themselves.
DT100 non existent
ET200 Change the wording in the aim of the module to read "ethically sound judgements" instead of "correct". There is no one answer but several.
HR300 nil
IO200 Update topic 1 to include web site screen terminology and design.
OO300 nil
PM200 (1) Add the following to the end of the aim "tasks, with an emphasis on their application to system development projects".
(2) 1.3 & 4 "including the use of formal estimation techniques such as function point analysis, life cycle resource distribution etc".
PR11n separate paper to Curriculum Development & Maintenance Working Group
PR22n Prescription outcome #5 (Program Enhasncement) is possibly difficult to set up for assessment, or deemed of less importance. This same item is
found in many of the programming course prescriptions, & it mayu possibly suffer a tsimilar treatment in those courses as well. Perhaps it could be" extracted" from the Level 2 & 3 courses and made into a distinct module that concentrates on issues of maintenance, enhancement, change control, configuration management, etc.
SD300 nil - but if changes are made it should be kept in mind that the design being used in this module by polytechnics is database centred.
SP191 Given the similarity between SP191 & SP192 include a note in these prescriptions that the packages used must be different.
The above will be taken into consideration by the NACCQ Curriculum Development & Maintenance Working Group in later updates of the "Blue Book".
With the appearance of a pre NDBC qualification, namely the Introductory Certificate in Business Computing (ICBC) the moderation process has been broadened to include this programme. Thus attached to this report is an updated Moderation Schedule which includes ICBC.
New moderators are required particularly because of the expanding of moderation to include ICBC. Thus at this year's NACCQ conference is a forum held on the Saturday afternoon on NDBC/ICBC Moderation and Moderators. This is not primarily for moderators but existing moderators are encouraged to attend and prospective moderators should attend. Others who want to find out about the moderation process or have input into the moderation process are also encouraged to attend.
The observant among you will have noticed that the given number of papers for September 99 was 115 up one from that stated in my previous report. Such arise because of deadlines not being met. Both polytechnics and moderators need to be
more fastidious in this area.
