Some video tools I have come across
1. MS Video for windows 1.1E
> Freeware. Windows 9x really easy to use
2. abc-tv (http://www.abc-tv.com)
> Freeware. Quicktime mov files. Found it difficult to navigate
3. Current issue of PC Authority has a freeware video editor
> Supports lots of formats. Basic transitions.
4. Windows Movie Maker. (Win Me)
> Cerates WMV files only. New version expected with WinXP.

PCPlus (English) in the April 2001 issue had EditStudio 1.5 a "powerful video editing package"

PC World April 2002 has Uleads Video Editor

Ulead now offer some site licence options for around $2000-$4000 for video editing/creation.
